This cat gif is a Scratch animation made by user RainLauncher85 (or known as ThatScorbunny879).
The animation starts with a looping GIF of a cat for 17 seconds who dressed up and eating a banana, only to get interrupted by an edited picture of Jigglypuff from Pokémon with red eyes along with a loud scream. followed by a text-to-speech saying the lines: "Why do you think they call it DOPE?".
Remixes
There are remixed version of the project titled Lena but the cat looping gif is replaced to [/ Lena Form TapSonic TOP] and jigglypuff is replaced to [/ Garage From Sound Shooting]
