Hitomiharassment was originally hosted on Neocities web hosting service possibly in early 2024. Before being removed from the service at a later date, it was at one point unexpectedly replaced with a redirect to the .zoy mirror of Last Measure. The .zoy mirror was infamously created by one of its members Sam Hecovar.

hitomi.gif was an animated GIF that plays when the user clicks the button, featuring an epilepsy-inducing strobe-flash loop of shocking imagery. This includes an infamous photograph of Goatse, screenshots of beheading videos including Mayengg03, an infant with harlequin-type ichthyosis, severe road accidents, and other disturbing medical photographs.
