This cat gif is a Scratch animation made by user RainLauncher85 (or known as ThatScorbunny879).
The animation starts out with a looping GIF of a cat, who is dressed up and eating a banana. After around 10 seconds or more, a picture of Jigglypuff with red eyes appears along with a loud scream scream. Then the animation ends with a text to speech voice saying "Why do you think they call it dope?", this phrase originated from another, old, former screamer PSA called Monkey on Their Backs.
